Definition of “Automatic Private IP Addressing (APIPA)” :

APIPA is a feature of Windows-based operating systems which automatically assigns a unique IP address from the range 169.254.0.1 to 169.254.255.254 when a device is unable to obtain a static IP address from a DHCP server.
